The Electronic Travel Declaration for Latvia is an online document that must be completed by visitors who are not exempt, starting from 1 September 2025.
The Latvia ETA should be submitted at least 48 hours before entering Latvia, and the application process through Passporta is straightforward.
The necessary information, such as the purpose of travel, contact details, and accommodation, needs to be provided by the travelers themselves, except for children, when parents or guardians fill in the form.
Failure to complete the ETA to Latvia or incomplete/false information is subject to administrative liability.
The Latvian Electronic Travel Declaration was introduced in order to strengthen security and law enforcement by collecting details about foreign nationals crossing the border.
NOTE: The Latvian Declaration is not an entry permit, and it doesn’t replace the necessary travel documents.

Also, people with diplomatic immunity, stateless individuals who have been officially recognized, and non-citizens of the Republic of Estonia* don’t need a declaration.
*Russian citizens are always required to complete the Latvia ETA, even if they hold a residence permit or EU long-term resident status in Estonia.
